Our Engagement with HSE
Proactive contact with the UK's Health and Safety Executive
Before CLPeasy launched, we proactively contacted the HSE CLP Helpdesk to introduce the tool and ask whether there were any specific regulatory obligations, considerations, or guidance applicable to a software service of this nature operating under GB CLP Regulation.
We provided HSE with a full description of how CLPeasy works, including that it assists users in applying hazard classifications already provided by their fragrance supplier's Safety Data Sheet, that users are advised throughout that they remain the responsible person, and that the tool does not independently classify substances.
HSE's response confirmed that no specific regulatory obligations apply to software tools of this nature. Responsibility for CLP label accuracy and compliance with GB CLP Regulation sits with the user as the responsible person — which CLPeasy clearly communicates at every stage of the label-building process.
We believe this level of proactive engagement is the right approach for a tool operating in the compliance space. We are committed to ensuring CLPeasy supports rather than undermines compliance with GB CLP requirements.

How CLPeasy Works
What the tool does — and what it does not do
- Users enter their product details, fragrance load percentage, and hazard classification data sourced from their fragrance supplier's Safety Data Sheet (Section 2.2)
- CLPeasy generates a CLP-compliant label incorporating the correct hazard statements, pictograms, signal word, UFI code field, and responsible person details
- Users are clearly advised throughout the tool that they remain the responsible person under GB CLP Regulation and that it is their duty to verify all hazard information against their supplier's current SDS at their actual fragrance load percentage
- CLPeasy does not classify substances — it assists users in applying classifications already provided by their fragrance supplier
- EN 15494 candle safety pictograms are included and gated by candle product type, in line with industry standards
A Note on Cosmetic Products
Bath bombs, soaps, and products governed by UK Cosmetics Regulation
CLPeasy handles the CLP hazard label requirement for fragranced products. For certain product types — including bath bombs and soaps — there is an important distinction makers should be aware of:
Bath bombs, soaps, and other leave-on or rinse-off products applied to the body are governed by UK Cosmetics Regulation in addition to GB CLP Regulation. This requires a separate Cosmetic Product Safety Report (CPSR) completed by a qualified cosmetic safety assessor, plus a cosmetic product label (INCI list, responsible person, batch number, etc.). CLPeasy covers the CLP hazard label requirement only. If you make cosmetic products, you may legally need both.
If you are unsure whether your product requires a CPSR, we recommend consulting the OPSS guidance on cosmetic products or speaking with a qualified cosmetic safety assessor.
