Our Engagement with HSE
Proactive contact with the UK's Health and Safety Executive
Before CLPeasy launched, we proactively contacted the HSE CLP Helpdesk to introduce the tool and ask whether there were any specific regulatory obligations, considerations, or guidance applicable to a software service of this nature operating under GB CLP Regulation.
We provided HSE with a full description of how CLPeasy works, including that it assists users with hazard information from their supplier documentation, that users are advised throughout that they retain the duties applicable to the products they place on the market, and that the tool does not replace the user's review of the finished label.
HSE's response confirmed that no specific regulatory obligations apply to software tools of this nature. Responsibility for products placed on the market remains with the relevant supplier or duty holder. CLPeasy is designed to support that responsibility by making the practical work of building a label faster, clearer and easier.
That responsibility does not mean you have to build every label manually. You provide and review the product information; CLPeasy helps extract, organise, check and format that information into a print-ready label.
You stay in control — CLPeasy does the heavy lifting. Smart Paste can extract available hazard information from the current SDS you provide; CLPeasy organises the label information, applies its built-in label checks, flags issues that need attention, formats the content for your chosen size and shape, and creates print-ready output. Your role is to make sure the source information is current and appropriate for the product you are selling and to review the finished label before use.
Responsibility stays with you. The workload doesn't have to.
We believe this level of proactive engagement is the right approach for a tool operating in the compliance space. We are committed to ensuring CLPeasy supports rather than undermines compliance with GB CLP requirements.

How CLPeasy Works
What the tool does — and what it does not do
- Users enter their product details, fragrance load percentage, and hazard classification data sourced from their fragrance supplier's Safety Data Sheet (Section 2.2)
- CLPeasy formats the hazard statements, pictograms, signal word and responsible-person details entered or extracted from the user's supplier SDS
- Users are clearly advised throughout the tool that their duties under GB CLP depend on their role in the supply chain and that they must verify all hazard information against their supplier's current SDS at their actual fragrance load percentage
- CLPeasy does not classify substances — it assists users in applying classifications already provided by their fragrance supplier
- EN 15494 candle safety pictograms are included and gated by candle product type, in line with industry standards
A Note on Cosmetic Products
Bath bombs, soaps, and products governed by UK Cosmetics Regulation
CLPeasy is designed to assist with GB CLP hazard labels for products within the scope of GB CLP. Cosmetic products need to be treated differently.
HSE states that GB CLP does not apply to cosmetic products in the finished state intended for the final user. Finished cosmetics are subject to separate cosmetics requirements. CLPeasy is not a cosmetic-labelling or cosmetic-safety-assessment tool, so makers of cosmetics should follow the applicable OPSS cosmetics guidance for those finished products.
If you are unsure whether your product requires a CPSR, we recommend consulting the OPSS guidance on cosmetic products or speaking with a qualified cosmetic safety assessor.
